Upload - To transfer data or programs, usually from a peripheral computer or device to a central, often remote computer.
Download - To transfer software, data, character sets, etc. from a distant to a nearby computer, from a larger to a smaller computer, or from a computer to a peripheral device.
Literacy - A person's knowledge of a particular subject or field: to acquire computer literacy.
I think the term " Technical Literacy" means a persons knowledge to technology.
